Windows 11 pushes users to sign in with a Microsoft account during installation. If you prefer a local account for privacy, speed, or offline setups, you can still bypass Microsoft sign-in. Below are two reliable methods that work on Windows 11 Home and Pro.
Method 1: The OOBE Bypass Command (Most Reliable)
This method directly tells Windows Setup to allow a local account.
Steps:

When Windows asks to connect to a network, press:
Shift + F10 to open Command Prompt. -
Type the following command and press Enter:
OOBE\BYPASSNRO -
Your computer will restart automatically.

After reboot, choose “I don’t have internet” or “Continue with limited setup”.

Windows will now let you create a local offline account.
Why this works
The command disables the requirement for a Microsoft account and re-enables the offline setup path hidden by default.
Method 2: Disconnect the Internet to Force Offline Mode
Windows cannot require a Microsoft account if there is no connection.
Steps:

When Windows asks to connect to a network:

If using Wi-Fi → Do not connect.

If using Ethernet → Unplug the cable.
